囚犯每日花費35令吉

內政部副部長拿督旺朱乃迪指出,監獄囚犯每天的膳食費是7令吉98仙,而政府每日花費在囚犯身上的費用是35令吉。

“他們的食物好、有素質和味道好,因為監獄食物是由囚犯自己烹調,他們會煮適合自己口味的食物。”

“我曾經訪問2至3座監獄,得知他們的食物是足夠的,菜餚不少過3樣,有飯、青菜和魚,有時候還有參峇。”

旺朱乃迪在國會下議院問答環節時指出,每日35令吉的費用包括用在膳食、日常用品、衛生、管理和保安等。

截至9月30日,全國監獄有3萬9千740人,根據政府於2010至2012年給予監獄局的撥款,平均該局每年獲得6億5千596萬令吉作為監獄的經費用。

此外,全國目前有35座監獄、4所改造所、3所亨利葛尼感化院(Sekolah Henry Gurney)、一所扣留犯庇護所和5所重返社會中心;可以收容50萬零950人。

針對內政部於10月21日指在除暴特別行動(Op Cantas)逮捕1萬8千349人,行動黨士布爹區國會議員郭素沁詢問政府是否有意興建更多監獄時,旺朱乃迪表示監獄還有37%的容量,足以應付除暴特別行動逮捕的人士。

外國向馬取經監獄管理

旺朱乃迪說,我國的監獄管理系統被至少10個國家取經,如印尼、泰國、伊朗、巴基斯坦和印度等,這些國家有興趣知道我國如何管理監獄,以及在改造囚犯方面的成就,以及如何協助他們重返社會。

他說,根據記錄,有2人在監獄考獲商業管理碩士、14人獲得行政管理學士學位和4人獲得管理學的文憑。

“我和部長訪問監獄後,多次鼓勵監獄提昇囚犯能力,我們在這方面的努力,讓很多國家對我們的改造囚犯的措施感到有興趣。”

Putrajaya spends RM35 a day per person for the upkeep of prisoners in 35 prisons nationwide, said Deputy Home Minister Datuk Wan Junaidi Tuanku Jaafar.

Of this amount, RM7.98 is for food, while the rest for clothing, daily needs, security and general cleanliness.

He said a total of RM655.95 million was spent on 39,740 prisoners as well as for the management of prisons between 2010 and September this year.

"RM7 for food is enough because we buy the raw ingredients while the inmates do the cooking.

"I have visited two or three prisons and found that the food is nice. There is enough food to go around and inmates are served with rice, vegetable, fish and sambal," he told Datuk Dr Abdul Latiff Ahmad (BN - Mersing) during question time.

Wan Junaidi also defended the Malaysian prison system, saying its correctional system is being studied by at least 10 countries which wanted to find out more about the programmes for prisoners which made them independent upon their release.

Earlier, he told Teresa Kok (DAP - Seputeh) that those who are not prisoners' family members or lawyer must seek permission from the prisons director to visit them.

If their request is rejected, then they can appeal to the Prisons Department director-general, he said.

This followed Kok's complaint to Wan Junaidi that a request by Penang Chief Minister Lim Guan Eng to visit Hindraf chairman P. Uthayakumar, who is currently in jail, was rejected by the department.

She also said Lim had written to Home Minister Datuk Seri Ahmad Zahid Hamidi on the same matter, but there was no reply.

Uthayakumar, 49, began serving a 30-month jail sentence at the Kajang Prison on June 5 after being found guilty of sedition.

He had allegedly published a letter on a website in November 2007 addressed to then-British prime minister Gordon Brown.

The human rights lawyer was sent to jail after refusing to make submissions in his defence. - October 24, 2013.
